AMP Insights worked with the Water in the West program at Stanford University’s Woods Institute for the Environment to design and implement a scoring and ranking of Colorado River Basin states’ legal approaches to approving environmental water transfers and protecting approved environmental flows. The scorecard was designed to highlight both strengths and weaknesses of the individual states reviewed and to provide policy makers with suggestions about the best next steps to take to improve their laws and policies around environmental water transactions.
